Regulations for the Senior and Junior Examinations for Professional and Technical Personnel: Medical Personnel

The Text of the Regulations is as follows:

Article 1

These Regulations are established in accordance with the provisions of Article 14 of the Professionals and Technical Personnel Examinations Act.

Issues not covered by these Regulations shall be handled in accordance with the relevant examination laws and regulations.

Article 2

The Senior and Junior Examinations for Professional and Technical Personnel in the category of medical personnel (hereunder referred to as the Examination) comprises the following levels and disciplines:

1.Senior examination: physician, dentist, pharmacist, medical laboratory technician, medical radiologist, registered nurse, registered midwife, physical therapist, occupational therapist;

2.Junior examination: nurse, midwife, physical therapy technician, occupational therapy technician

Article 3

The Examination shall be held once a year. If necessary, additional examinations may be administered.

Article 4

The Examination shall take the form of a written examination.

Article 5

A person who belongs to any one of the categories below may not sit the Examination:

1.Any person liable under the terms of the various subparagraphs of paragraph 1 Article 8 of the Professionals and Technical Personnel Examinations Act;

2.Any person liable under the terms of the various subparagraphs Article 5 of the Physician Act, various subparagraphs Article 6 of the Pharmacist Act, Article 6 of the Medical Laboratory Technician Act, Article 6 of the Medical Radiologist Act, various subparagraphs Article 6 of the Nurse Act, Article 6 of the Physical Therapist Act, Article 6 of the Occupational Therapist Act, and various subparagraphs Article 7 of the Midwife Act.

Article 6

Citizens of the Republic of China who possess any one of the qualifications for the various disciplines stipulated in Annex I are eligible to sit the Examination in the different disciplines.

Article 7

The test subjects for the Examination in the various disciplines and the types of test questions therein shall follow the stipulations of Annex II.

Article 8

Citizens of the Republic of China who possess any one of the qualifications stipulated in Annex 1 under subparagraph 1 or subparagraph 2 in the discipline of physician; subparagraph 1 in the disciplines of dentist, pharmacist, medical laboratory technician, registered nurse, registered midwife, nurse, and midwife; and qualifications in the disciplines of medical radiologist, physical therapist, occupational therapist,physical therapy technician, and occupational therapy technician, and who have passed Civil Service Level 3 Senior Examination , Junior Examination, or Special Examination equivalent to the Junior Examination in the category of medical personnel, may apply for exemption from all test subjects in the pertinent category.

The Review Committee for the Medical Personnel Examination created by the Ministry of Examination shall review t he applications described in the preceding paragraph. The results of the review shall be approved by the Ministry of Examination and reported to the Examination Yuan for record and reference.

Upon approval of the review results stipulated in the preceding paragraph , t he Ministry of Examination shall request issuance by the Examination Yuan of certificates of qualification in the Examination to those candidates who have obtained exemption from all of the test subjects. The certificate takes effect retroactively to the date following that indicated in the certificate of qualification in the Civil Service Examinations. The Ministry of Examination shall likewise forward the results in writing to the Department of Health, Executive Yuan for reference.

Article 9

Candidates registering for the Examination shall submit the following documents and fee:

1.The personal history registration form;

2.Documents attesting to the candidate's qualifications to sit the Examination, or official notice of exemption from parts of the test subjects;

3.Photocopy of Citizen ID; overseas candidates shall submit Overseas Chinese ID Certificate issued by the Overseas Chinese Affairs Commission or proof of overseas residency issued by R.O.C. embassies, representative offices, trade offices, or other agencies authorized by the Ministry of Foreign Affairs;

4.A 1-inch upper-body frontal personal photograph, free of headwear and taken within the previous year;

5.The registration fee.

All registrations stipulated in the preceding paragraph shall be submitted by post.

Article 10

Candidates applying to the Ministry of Examination for exemption from all of the test subjects in accordance with the stipulations of Article 8 above shall submit the following documents:

1.An application form for exemption from all of the test subjects;

2.Documents attesting to qualifications;

3.Photocopy of Citizen ID; overseas candidates shall submit Overseas Chinese ID Certificate issued by the Overseas Chinese Affairs Commission or proof of overseas residency issued by R.O.C. embassies, representative offices, trade offices, or other agencies authorized by the Ministry of Foreign Affairs;

4.A 1-inch upper-body frontal personal photograph, free of headwear and taken within the previous year;

5.The review fee for assessment of the qualifications for exemption from all of the test subjects;

6.Physical Examination Form.

Application for exemption from all of the test subjects stipulated in the preceding paragraph may be submitted any time by post.

Article 11

Candidates shall submit f or scrutiny and verification t he originals of foreign certificate of graduation, diploma, complete official transcript, records of credit hours in course work, copies of legal texts, and other pertinent documents, together with photocopies and Chinese-language translations thereof, duly certified by an R.O.C. embassy, representative office, trade office, or other agency authorized by the Ministry of Foreign Affairs.

The original documents described in the preceding paragraph may be substituted for by photocopies notarized by civil notaries in their country of issue as being authentic reproductions of the originals and duly certified by an R.O.C. embassy, representative office, trade office, or other agency authorized by the Ministry of Foreign Affairs.

Article 12

For candidates to successfully pass the Examination in the various disciplines, a minimum final score of 60 out of 100 points is required.

The final score stipulated in the preceding paragraph is arrived at through averaging the scores obtained in all test subjects.

Scoring zero in any test subject of the Examination, or, in the discipline of physical therapist, scoring less than 60 out of 100 points in the physiotherapy of nervous diseases, orthopedic diseases, cardiopulmonary or pediatric diseases, shall result in failure of the Examination. Missing the Examination in any test subject shall result in a score of zero in that subject.

 

Article 13

Candidates who have successfully passed the Examination shall submit the completed physical examination form within 14 days of receiving the official notice of qualification in the Examination. A ny candidate found to be physically unfit according to the prescribed standards, or who does not submit the said form within the time limit, shall not be issued the certificate of qualification.

The standards of fitness in the physical examination stipulated in the preceding paragraph shall be prescribed in accordance with the stipulations of the Physical Examination Standards for Professional and Technical Personnel Examinations.

Article 14

Foreign nationals who possess any one of the qualifications stipulated in Annex 1 under subparagraph 1 in the disciplines of physician, pharmacist, dentist, medical laboratory technician, registered nurse, nurse, or midwife; and subparagraph 1 or subparagraph 2 in the discipline of registered midwife, and who belong to none of the categories under Article 5 above, may sit the Examination in the various disciplines.

Foreign nationals who hold an equivalent physician license issued by a foreign government and who volunteer to offer medical service to the underserved areas in our country shall take the written part of the Examination in the discipline of physician in conjunction with an oral examination or on-site examination. If necessary, the written examination may be given and taken in English.

The underserved areas stipulated in the preceding paragraph shall be specified by the Ministry of Examination in consultation with the Department of Health, Executive Yuan.

Article 15

The Ministry of Examination shall request Examination Yuan to issue a certificate of qualification in the Examination to the candidates who have successfully passed the Examination in all test subjects, and shall likewise forward the results in writing to the Department of Health, Executive Yuan for reference.

Article 16

The Board of Examiners created for the Examination shall be in charge of administering the examinations; the Ministry of Examination shall handle the examination affairs.

 

Article 17

Upon conclusion of the Examination, the Ministry of Examination shall report on the administration and conduct of the examination, together with relevant documents, to Examination Yuan for review and archiving.

Article 18

These Regulations enter into effect on their day of promulgation.

Articles 7, 12, and Annex 2 of the Regulations are revised and enter into effect on May 1, 2003.

In case of any discrepancy between the English version and the Chinese version of these Regulations, the latter shall prevail.

 

Annex 1: Candidate Qualifications and Eligibility

(1) Eligibility Requirements

A.Senior Examination

Registered Nurse:

•  Persons who have successfully completed the internship program, graduated, and hold a BS or associate diploma from the division or department of nursing, nurse-midwifery, and midwifery of a public or accredited private university, accredited private junior college, or of a foreign university or junior college recognized by the Ministry of Education .

•  Persons who have passed the Junior Examination in the category of nurse or midwife and have been employed in related positions for no less than four years, and who hold documentary evidence to this effect;

•  Persons who have passed the Qualifying Examination for Taking the Senior Examination in the category of nurse or midwife.

 

 B.Junior Examination

 Nurse

•  Persons who have successfully completed the internship program, graduated, and hold a diploma from the division of nursing, nurse-midwifery, and midwifery of a public or accredited private occupational high school of medical instruction or above;

•  Persons who have passed the Junior Examination in the category of nurse or midwife.

 

(2)Test Subjects

A.Senior Examination

Registered Nurse:

•  Basic medical science (including physiology, pathology, pharmacology, microbiology, and immunology)

•  Basic nursing science (including nursing theories and practices) and nursing administration

•  Medical-surgical nursing

•  Maternity and pediatric nursing

•  Psychiatry nursing and community health nursing

 

B.Junior Examination

Nurse:

•  Introduction to basic medical science (including physiology, pharmacology, and microbial  immunology)

•  Introduction to b asic nursing science (including nursing theories and practices)

•  Introduction to medical-surgical nursing

•  Introduction to maternity 、 pediatric 、 psychiatry and community health nursing

 

 Note: The test questions in all subjects of the Examination in the various disciplines consist of   multiple-choice questions.
